English-born grocer and World War I Navy boatswain's mate who led the department through the middle war years.

William 'Bill' Henry Baker, son of James Baker and Annie Elizabeth Hutchings, immigrants to the United States from England, was born on June 10, 1898, in Fleming, NY. He married Milicent Sarah Strong in 1917 in Scipioville, NY. William died in 1974; he and Milicent are buried in the Rose Cemetery, Rose, NY.

William served in the U.S. Navy during World War I (1918) aboard the USS Roanoke as a Boatswain's Mate 2nd Class. The Roanoke was a mine-laying ship operating out of Inverness, Scotland.
